Glen if you look at Axminster Tools they do a Veritas Angle Gauge it has 7 angles from5 to 45 degrees.

It would be simple to make as this guage is handmade in your picture using a cheap Protractor to mark the angles,then cut out the shape.

Or make angled blocks to go on your grinder rest to give you the required grind angles ??? So you fix the guides on your grinder rest then lay the tools on the rest and gently grind the correct angles
