I searched for something locally some time ago & didn't really have much success, there are a couple of mens sheds ut the nearest woodturning club I could find was Perth or Livingston, sure there was someone in the Lochgelly area offering tuition on facebook last year some time but can't say I took much notice to be honest. Maybe worth trying a search on facebook. Mens clubs in Kirkcaldy & Glenrothes & another one further to the east but can't remember where, have a look here for info.
