Help needed Can anyone make me a handle for my carbide insert?

I found a really interesting carbide insert here:

CTD-L Carbide Teardrop Cutter, 1 3/4" x 3/4 x 1/8" - AZ Carbide

I bought one, and now need a square shaft and handle to mount it on for use.
It would need to be flat to the square section shaft, but inset so the cutting edge is level with the top of the square section of the shaft.
It would also need to allow for rotation of the insert to move any of the cutting edges to the front.

Can anyone here do this for me? Happy to pay the going rate.
