The Sierra is a much copied pen, sometimes good, sometimes bad. If you are asking for clarity on whether you have an issue with a manufacturing defect we are going to ask from where you got it. The Sierra, as you may well be aware is a snug, but non grip fit at the point you have highlighted and the issue you seem to think might exist is the difference in the id of the tube and the id of the pen at that point - is it to loose? This style of Sierra looks as though it might be from woodturningz or the same supplier they buy from, and from memory they are a bit “looser” than other fits. If others that you have are equally loose and you prefer a tighter fit the easy option would be to source it elsewhere but I doubt whether there is a factory fault causing the issue.
