I use Inkscape to draw the artwork, then save as a DXF and import into CamBam to plan the cuts. Then finally it's off to the machine which runs Mach3. Inkscape is freeware, CamBam has a generous trial period, and Mach3 is way cheaper than any other decent solution out there.
