As Woody says flocking is a good option if a bit messy to apply. Otherwise you can buy large pieces of velour-type fabric for very little money and stick it down with very thinly spread wood glue. That's how I line my pen boxes.

You can get self adhesive velour everywhere from Axminster to ebay quite cheaply too. Just Google "sticky back velour" or "self adhesive velour"
